Description and aim of the project:

The main priority at the beginning of the 21st century is to provide Europe all means to guarantee its balanced development. Despite the fact that Europe is the world leader in having a balanced energy development, both countries which are already members of European Union and those which candidate to become European Union members must do a lot of work in order to achieve aims which have been planned at the regional and home level. Several countries seem to be successful to obtain 12% share of renewable energy in primary balance till 2010 according to some directives concerning Renewable Fuels. The directives concerning energy respect, cogeneration of heat and electric energy and balanced transport are difficult to achieve.

In the process of obtaining local-government, strategic guidelines the support and activity of the local society as well as evaluation of the available sources is appreciated. Decentralization of the government, Local Actors 21 and liberalization of energy sector are the main factors which stimulate local initiatives in favor of balanced energy development in European Union and countries which are candidates.

Anyway transforming these factors into actions needed for balanced development of energy management in all local – governments arises some problems.

In order to understand the profits from the balanced energy development, first of all you must understand what factors decide about the success in activating local-governments and main activists (private sector, non-government organizations etc.) It is very important to identify these factors in local-governments, where the balanced energy management has been included in local plans and strategies and to show them to other regional governments. To obtain this information 21 research studies will be conducted in seven European Countries.

The knowledge obtained on base of this research will be transformed to national, regional and local governments and EC as the national and European directives. The key element of the Project will be spreading the results. The International Committee for Local Ecological Initiatives (ICLEI) will be responsible for providing and assuring effective communication/promotion between important share holders.

In every country two examples of local-governments where they included balanced energy development in their strategy plans will be studied and one local-government where they did not include it. The comparison of the situation in these local-governments will help to work out the influence of the strategic aims on the development of the energy management. Thanks to it and the analysis of the Polish law and policy and European experiences it will be possible to elaborate directives for energy planning and management for local-governments.
